1. Define the leased interfaces, including the layer 2 (IP) and layer
3 protocols, that will use dial backup service. These become
primary circuits after you assign a backup circuit to the interface.

2. Configure the modem and ISDN physical interfaces that will
become dial backup lines.

3. Specify whether the connections are synchronous or
asynchronous (modules that support asynchronous PPP only).
